Season beef chunks with salt & pepper then dredge in flour
Fry beef in a medium sized sauce pan until golden brown. This step may take several times as we don't want to crowd our pan. Set aside browned beef.
In the same sauce pan, saute garlic and onion in medium heat until onions are transparent, add caraway seeds then saute for a few seconds. Add tomato paste and paprika then saute for few seconds more (do not saute very long as paprika tends to be bitter when cooked for too long).
Deglaze wih a splash of vinegar and add beef broth and bay leaves. Bring to a boil, reduce heat to low and let it simmer covered for 2-3 hours until beef are fork tender.
To finish, season with salt and pepper. Serve warm!
